[The public hearing was initially scheduled to occur in person on February 12, 2020. However, all DTMB-  
managed buildings were closed due to loss of heat on that date. The public hearing was rescheduled to  
occur March 27, 2020. On March 10, 2020, Governor Whitmer issued Executive Order 2020-04, which  
declared a state of emergency across the State of Michigan due to the COVID-19 pandemic. On March 23,  
2020, Governor Whitmer issued Executive Order 2020-21, directing Michigan residents to remain at home  
or in their place of residence, with limited exceptions. Pursuant to the aforementioned Executive Orders,  
DIFS issued Bulletin 2020-07-CF on March 25, 2020, which served as notice that, in lieu of holding the in-  
person hearing on March 27, 2020, the time for written public comment was extended to April 3, 2020, and  
the comments would be received via e-mail to Mark Weigold, Assistant Director, Office of Consumer  
Finance. No written comments were received. Bulletin 2020-07-CF is attached hereto.]

The Department of Insurance and Financial Services (DIFS) recently issued a Notice of Public Hearing  
related to draft amendments to the Debt Management Act rules, 2019-32, which set the time and place for  
the public hearing to receive comments on the proposed rules for Friday, March 27, 2020 at 1:00 p.m. at  
611 W. Ottawa Street in Lansing, Michigan.  
On March 10, 2020, Governor Whitmer issued Executive Order 2020-04, which declared a state of  
emergency across the State of Michigan. On March 23, 2020, Governor Whitmer issued Executive Order  
2020-21, which temporarily suspended all activities that are not necessary to sustain or protect life.  
In accordance with Executive Orders 2020-04 and 2020-21, and the Michigan Department of Health and  
Human Services’ recommendations designed to help prevent the spread of Coronavirus Disease 2019  
(COVID-19), this Bulletin serves as notice that, in lieu of holding the in-person public hearing scheduled to  
occur March 27, 2020, the time for written public comment has been extended.  
Written public comments on the draft Debt Management Rules, Rule Set 2019-32, or any objections to this  
process, will be accepted via email to: WeigoldM@michigan.gov
Deadline: Written public comments will now be accepted until 5 p.m. April 3.
