MR. MacINTOSH:  Good morning.  My name is  
Weston MacIntosh and I am an analyst for the Bureau of  
Professional Licensing in the Department of Licensing and  
Regulatory Affairs, and I will be facilitating the  
hearing today.  
This is a public hearing on proposed  
administrative rules entitled "Cosmetology - General  
Rules" and "Professional Surveyors - General Rules."  The  
hearing is being conducted under the authority of the  
Administrative Procedures Act, Public Act 306 of 1969, on  
behalf of the Department of Licensing and Regulatory  
Affairs, Bureau of Professional Licensing.  
This hearing is being called to order at  
9:00 a.m. on December 17, 2019, at the G. Mennen Williams  
Building Auditorium located at 525 West Ottawa Street in  
Lansing, Michigan.  The notice of public hearing was  
published in three newspapers of general circulation, the  
Grand Rapids Press and the Flint Journal on December 1,  
2019, and the Mining Journal on December 3, 2019, as well  
as The Michigan Register, Issue No. 22, published on  
December 15, 2019.

We are here today to receive your comments  
on the proposed rules.  If you wish to speak, please make  
sure you have signed in and indicated your willingness to  
speak.  You may use the cards provided in the lobby for  
this purpose.  I will organize the cards by rule set so  
that the comments for that profession will be grouped  
together in the transcript.  If you would like to testify  
and have not signed in, please do so now.  For those of  
you who do not wish to sign in with a card, you may speak  
at the microphone once we have exhausted the stack of  
cards submitted to me.   
If you have comments, please make sure  
that they related directly to the proposed rules.  If you  
have questions regarding the rules, please submit your  
questions as part of your testimony for the Department's  
review.  If you have suggested changes to the proposed  
rules, please include the specific reasons why the  
changes would be in the public interest.  
For the record, when you testify, please  
identify yourself by spelling your name and organization,  
if any, that you may be speaking for today.  This will  
help the Department prepare the hearing record that will  
go before the Boards.  Written statements can be

The Department staff from the Bureau of  
Professional Licensing includes myself, Dena Marks, and  
Stephanie Wiacek.   
The first rule set that we will take  
comments for is Cosmetology.  So the first card I have  
for that profession is from Pamela Ehrke.  Did I  
pronounce that correctly?  
MS. EHRKE:  Yes.  
MR. MacINTOSH:  O.K.  So if you want to  
come up and speak at the --  
MS. EHRKE:  I don't have any questions  
yet.  
MR. MacINTOSH:  O.K.  So this is your  
opportunity to -- If you have any questions or comments  
on the rules at this point, this is your opportunity to  
make those comments.  
MS. EHRKE:  P-a-m-e-l-a, E-h-r-k-e.  
Warren Woods Tower High School.  My question would be:  
The new rules about the interval practical applications  
and how we're going to figure those out.  
MR. MacINTOSH:  O.K.  Do you have any  
specific concerns?  Because those are just your  
observations, saying these are the concerns you have.  
MS. EHRKE:  Well, we're not doing the

MPAs anymore.  Are we going to do theory and practical or  
both?  
MR. MacINTOSH:  Do you have any other  
questions?  We're not necessarily answering your  
questions today.  I mean this is your opportunity to make  
comments and raise any issues or concerns that you have  
with the rules.  
MS. EHRKE:  I mean I don't have any  
problem getting rid of the MPAs, but are we going to  
still be logging theory and practical hours?  
MR. MacINTOSH:  Do you have any other --  
MS. EHRKE:  No.  Thank you.  
MR. MacINTOSH:  O.K.  Next I have -- Do  
we have any other comments or questions or concerns as  
far as Cosmetology?  (No response.)  
So we'll move on to Professional  
Surveyors.  I have Brett Dodge.   
MR. DODGE:  That's correct.  Good  
morning.  My name is Brett Dodge, B-r-e-t-t, D-o-d-g-e,  
with the Michigan Society of Professional Surveyors.  We  
have no comments at this time.  
MR. MacINTOSH:  Is there any other  
comments on either rule set at this time?  (No response.)  
So what we'll do is, as there's no other  
comments, we're going to take a short recess.  We'll
